NYSCA FY2027 Capital Grants Over $10 Million: What Arts Organizations Need to Know Before January 12

New York State Council on the Arts has opened three capital funding opportunities for arts and culture organizations. Together, they cover the full arc of a capital project, from design through construction. The application portal is open now. It closes at 5 PM on January 12, 2027.

Here is what you need to know.

Pick the right grant. You can only apply to one.

NYSCA offers three programs this cycle, and they are not interchangeable. Choose the one that matches where your project stands today.

Capital Design Grants fund the mid-to-late design phase: schematic design, design development, and construction documents. Grants range from $10,000 to $500,000. Organizations with operating budgets under $2 million may apply for a no-match grant. Those under $10 million may apply for a matching grant.

Small and Midsize Capital Improvement Grants fund construction and equipment for organizations at any budget level. Grants range from $10,000 to $2 million. If your project is bid-ready and does not require more than $2 million from NYSCA, this is your path.

Large Capital Improvement Grants fund major construction with a minimum total project cost of $4 million. Grants range from $2 million to $10 million. This is the most demanding category. A pre-application consultation with NYSCA staff is required before you submit.

All three programs share the same deadline: January 12, 2027, at 5 PM.

Who can apply

You must be a 501(c)(3) with arts and culture as your primary mission, incorporated or registered in New York State, with a project in New York State. LLCs, fiscally sponsored organizations, schools, universities, and government entities are not eligible.

What the money covers

Design grants pay for contracted architect and engineer fees through the construction document phase, but not construction itself.

Construction grants cover hard costs for new construction, renovation, and expansion; complete capital equipment systems that are permanently installed with a minimum 10-year useful life; and soft costs up to 15% of the grant, including design fees and contingency.

What is never eligible across all three categories: routine maintenance and repairs, staff salaries, overhead, developer fees, partial equipment systems, musical instruments, and in-kind services.

Local and domestic content requirements

These are state arts grants funded entirely through New York's own budget, not federal infrastructure programs. There are no Buy American, iron and steel, or domestic content mandates tied to these grants.

What does apply: all architects and engineers must hold valid New York State licenses; workers' compensation and disability insurance must be current; and for grants of $100,000 or more, 30% of the grant amount must go to New York State certified Minority- and Women-Owned Business Enterprises. Subcontracts of $100,000 or more require NYSCA approval and New York State Vendor Responsibility review.

Send site control documents to NYSCA by December 7 for optional pre-review. Large Capital applicants must contact NYSCA now to schedule their required consultation.
