What Is a Film Tax Credit?

A film tax credit is a government incentive designed to attract film, television and media productions by reducing eligible production costs. States and countries use film tax credits and other production incentives to compete for investment, create jobs and increase spending with local businesses.

How Do Film Tax Credits Work?

Productions typically apply to an approved incentive program and document qualified expenses incurred within that market. Depending on the program, eligible spending may include crew wages, equipment rentals, studio costs, construction, transportation, hotels, catering and other production services.

Film tax credits may be refundable, transferable or nonrefundable, depending on the jurisdiction. Requirements, incentive percentages and eligible expenses vary by program.

Why Do Film Tax Credits Matter?

The economic impact can extend far beyond actors and production crews. Film investment can create opportunities for banks, construction companies, technology providers, law firms, accounting firms, equipment suppliers, workforce organizations, hotels, restaurants and local businesses.

When structured effectively, film incentives can help attract productions while strengthening the local workforce, supply chain and economy.
